Speaker Biographies


LEWIS LEIBOWITZ practices in the areas of international trade law, Customs law and international commercial and energy transactions. He represents clients before all federal agencies regulating international trade matters, including the Department of Commerce, the U.S. Trade Representative's office, the International Trade Commission, and the U.S. Customs Service. A leading attorney in trade law matters under United States and international law, Mr. Leibowitz assists clients extensively in actual and potential antidumping and countervailing duty proceedings, as well as proceedings under Section 201 and 301 of the Trade Act of 1974. He is also active in dispute settlement activities involving the World Trade Organization (WTO) and participates in trade-related matters with the firm's Legislative Group.

Mr. Leibowitz works extensively in matters affecting U.S. foreign trade zones. He counsels clients in the benefits of foreign trade zone use, and represents clients in numerous FTZ application proceedings and related matters. Mr. Leibowitz also works on international matters involving newly emerging economies, including energy projects in the former Soviet Union.

In the Customs area, Mr. Leibowitz represents clients in matters involving foreign trade zones, entry rulings, classification of imported merchandise, bonds, fines, penalties and forfeiture proceedings, valuation, country of origin questions and NAFTA eligibility of products and activities in North America.

Mr. Leibowitz works on matters affecting international trade in aerospace, agriculture, the automotive industry, and the steel industry. In the steel trade area, he has represented clients in a number of cases affecting steel trade, including the negotiation of international steel agreements, antidumping/countervailing duty proceedings, trade counseling, legislative matters, and others.

An honors graduate of the University of Maryland School of Law in 1975, Mr. Leibowitz served as law clerk to federal district Judge Roszel Thomsen before beginning private law practice in Washington, D.C. in 1976. Mr. Leibowitz joined Hogan & Hartson L.L.P. in 1988. He served as an Adjunct Professor at the University of Maryland Law School from 1995 to 1997 and is a frequent lecturer on international legal matters.
