GREG RUSHFORD is editor & publisher of the Rushford Report, which is a monthly newsletter based here in Washington that covers the politics of international trade. Rushford launched the publication in 1995, convinced that journalism needed at least one person whose basic job was to go around turning over protectionist rocks. One of the themes that the Rushford Report pursues is the need for better trade education.

Mr. Rushford has contributed columns in recent years to the Wall Street Journal and its Asian and European editions; and other publications including Reader's Digest. Before he started the Rushford Report, Mr. Rushford was a senior reporter at Legal Times, where he specialized in stories about how lawyers and lobbyists work issues in Washington. He is also the author of Appointments with Power, which was published in 1994 and profiles 80 of the key sub-cabinet officials in the first Clinton administration.
